清迈90天报到：时间、渠道和逾期罚款

可以在到期日前15天到到期日后7天之间到现场办理。网上办理在到期日前7天截止。之后必须本人到场，罚款为2,000泰铢。第一个到期日是最新一次入境后的90天。

可以在到期日前15天到到期日后7天之间到现场办理90天报到。网上办理在到期日前7天截止。之后必须本人到场，罚款为2,000泰铢。每次领到的回执上都印着下次的到期日。

谁需要报到，什么时候到期

如果你获准在泰国临时停留，就必须每90天向入境管理局官员报告一次住址。这项义务来自该法第37(5)条，在你停留超过90天后开始适用。

如果外国人在王国境内停留超过九十天，该外国人必须在九十天期满后尽快以书面形式向入境管理局的主管官员报告其停留地点。此后每九十天都须报告一次。 《移民法》佛历2522年（1979年）第37(5)条，按最初颁布的英文文本

适用于哪些停留：

  • 免签入境最多给30天，且仅限旅游，所以一般根本不会碰到报到。
  • DTV签证最多允许停留180天。
  • 持O-A签证的人必须每90天向入境管理局报到。
  • 持LTR签证的人，90天报到延长为1年报到。

第一次报到没有上一张回执可以看日期，所以从你最新一次入境日起算90天。如果中途离境再回来，就从最新那次入境重新起算。

办理时间窗口和逾期报到

三种渠道在时间边界上不一样。

到期日后3天去报到，仍在现场办理的窗口内。超过窗口，就必须本人到场报到，手册规定的罚款为2,000泰铢。

该法规定的上限更高：最高5,000泰铢，另加每天最高200泰铢直到你遵守规定；第84条允许和解委员会制定罚款和解的规则。案件一旦进入法院，官员会按哪个金额处理，文中没有说明。

你可以授权他人代为报到，但逾期报到除外，必须本人到场。

到清迈入境管理局现场报到

你要到居住地所属区域的入境管理局报到。在清迈就是清迈入境管理局 (Chiang Mai Immigration)，地址是71 Moo 3, Sanam Bin (Airport) Road, Suthep, Mueang, Chiang Mai 50200。电话是053 201 755。

柜台开放时间为周一至周五（官方假日除外）08.30–16.30，午休时间除外，不过各办公室自行规定营业时间。

  1. 领取TM.47表格；清迈入境管理局首页提供下载。
  2. 带上护照，如果有上一次的回执也带上。入境管理局的页面还列出了TM.6出境卡。
  3. 填写TM.47表格并由本人签名，不能由别人代签，然后提交。
  4. 工作人员会发一张写着下次报到日期的回执，并把护照还给你。

材料齐全后，柜台办理约需4分钟，没有列出任何费用。

挂号信邮寄报到

你可以通过邮寄报到，从报到日前15天起寄出。逾期报到必须本人到场，并处以2,000泰铢罚款。

寄到你居住地所属区域的入境管理局，地址就是上面清迈的地址。需要的材料有：

  • TM.47表格。
  • 护照资料页复印件，由你本人认证。
  • 最新入境章复印件，由你本人认证。
  • 签证页复印件，由你本人认证。
  • 一个写好收件地址、贴好邮票的信封；曼谷分局的页面写明要贴10泰铢邮票。

上一次的回执要用原件，不能用复印件。你的材料大约30天后寄回，所以在收到之前要保留挂号信凭证。

用TM.47表格网上报到

清迈入境管理局提供了TM.47表格的网上90天报到服务链接。服务24小时开放，但只能在到期日前15天到前7天之间使用。

  • 用你的邮箱、名、姓和电话号码注册，全部用英文填写。密码会发到邮箱。
  • 登录并用英文填写TM.47申请。你的状态会显示为Pending。
  • 工作人员的决定会在3个工作日内发到邮箱。批准后，你在Check status页面下载报到回执（Receipt of Notification）。
  • 系统会提前15天通过邮箱通知你下次报到日期。

换了新护照就不能网上报到：要本人到场或委托授权人办理，从下一个到期日起网上服务才能重新使用。如果申请未获批准，邮件会让你本人前往最近的入境管理局；入境日期填错或许可到期日填错是列出的原因之一。

步骤

  1. 算出你的到期日第一个日期是最新一次入境后的90天；之后每张回执上都会写着下次的报到日期。
  2. 在时间窗口内选一个渠道现场办理可以到到期日后7天，挂号信从到期日前15天起可寄，网上办理则是到期日前15天到7天。
  3. 准备TM.47表格和护照提交TM.47表格和护照，如果有上一次的回执也一起带上。
  4. 收好新回执工作人员会发一张写着下次报到日期的回执，并把护照还给你。

未确认： 回执丢失、首次网上报到，以及现在是否还要出示TM.6出境卡，这些都没有官方说明。出发前请拨打053 201 755。

    Do I need to do a 90 day report if I am leaving the country? Hi all. I am in Chiang Mai. Today is 91st day since I entered Thailand. I am flying out on 16th October (in a week). I attempted doing the 90-day report online but it was rejected. Question is - If I am leaving anyway, do I still need to file in a report? I intent to return after 2 weeks.

      They don’t check for a 90 day report upon departure and once you return the timer resets anyway. FWIW, you can’t do your 1st 90 day report online, you must go to immigration and do it in person.

      They are leaving the country so it doesn't matter. It only becomes an issue if they need to go to Immigration before they leave. Immigration at the aiport doesn't check 90 day reports.

      Its fine. Only if you need to go to Immigration for something it will become an issue, but they only check for the latest one. So you pay the 1,900 THB fine and get the 90 day report and you are good to go. I am not supporting this btw, its just how it is

    Issue with TM47 application (90 days reporting) Sawadi Krub. I've been in Chiang Mai for quite a few months now. A couple of days ago I submitted my TM47 form online and got a confirmation email stating my application was received. But I'm yet to get my submission approved or rejected. Now it has been over 3 days since I submitted my report, and it makes me wonder if there is any problem with it. Has anyone experienced a similar issue?

      I've had it take as many as three days to only get a Rejected email back, then having to go through the drive-thru anyway. If you're in a hurry, just print out the TM47 they attached to the email and go to the drive-thru.

      If this is your 1st 90 day report I think you need to do that in person. More generally my experience has been that if anything changes since the last report, then an online report will probably get rejected. This includes obvious things like a new passport number or address, but can be trivial like a change of arrival date if you leave the country temporarily. Junk folder is where I usually get my responses, but that seems unlikey for you if you got the first email okay. You can check the status of the current application online.

    90 Day Report 1 month late. Can I pay the fine and do it in a different province? Basically, I confused June with July... Now it's a month late. At least, it will be a month by Monday. But I am in another province and won't be back to my registered province for another 2 weeks. Can I do it at immigration here (Phuket) instead of Chiang Mai? No plans to leave the county. And please correct me if I'm wrong, but it would be a max 2k baht fine?

      The fine is higher if you're arrested for some reason and they check that you didn't do a 90 day report. Otherwise, it's a fixed 2000 baht fine. So in theory, you can avoid reporting all year and you'll only be fined 2000. Or if you leave the country, a single re-entry permit is 1000 baht

      You can do it in Phuket if you've got a TM30 on file for a Phuket address. Pay the fine when you file the 90 day report.

常见问题

持30天免签入境需要办90天报到吗？

正常免签入境不用：外国人停留超过九十天，才适用第37(5)条，而免签入境最多给30天，且仅限旅游目的。

90天报到最早能提前多久办？

现场办理可以从到期日前15天开始。网上办理也是提前15天开放，但在到期日前7天就截止。

如果晚去几天怎么办？

现场办理的话，到期日后7天内都还受理，而这时网上办理已经关闭。超过这个窗口，就要本人到场报到，手册规定的罚款为2,000泰铢。

可以找人代办吗？

可以，外国人可以授权他人代为报到，但逾期报到必须本人到场。

我离开泰国又回来了，下次报到是什么时候？

从你最新一次入境日起算，停留超过90天后就要报到。

90天报到要收费吗？

手册的费用表写的是N/A，没有列出金额；只有逾期报到才有罚款，手册规定为2,000泰铢。

持LTR签证的人也要每90天报到吗？

不用：LTR特权把90天报到延长为1年报到。

换了新护照还能网上报到吗？

不能。新护照必须在你所在地区本人到场（或通过授权人）报到，从下一个到期日起才能重新使用网上服务。

网上办理多久出结果，会拿到什么？

工作人员的审核结果会在3个工作日内发到邮箱，批准后你在Check status页面下载报到回执（Receipt of Notification）。

网上报到被拒了怎么办？

系统会发邮件让你尽快本人前往最近的入境管理局，入境日期填错或许可到期日填错是列出的原因之一。

挂号信邮寄报到要多久？

材料大约30天后寄回，在收到之前你必须保留邮寄凭证。

柜台办理要多久？

2019年手册给出的总办理时间为4分钟，前提是材料齐全。
