The handbook lists application form TM.30 for the house-master, owner or possessor of the residence. It is the host’s notice, not the tenant’s. It is due within 24 hours of the foreigner taking up residence.

Who files, the deadline and the fine

Section 38 of the Immigration Act puts the notice on the host of the foreigner.

Section 38 : The house – master , the owner or the possessor of the residence , or the hotel manager where the alien , receiving permission to stay temporary in the Kingdom has stayed , must notify the competent official of the Immigration Office located in the same area with that hours , dwelling place or hotel, within 24 hours from the time of arrival of the alien concerned. Immigration Act B.E. 2522 (1979), Section 38, English text as originally enacted, checked 13 Oct 2026

When the 24 hours start

The English translation of the Act counts 24 hours from the “time of arrival”. The Bureau’s own handbook counts from the time the alien has taken residence. The Thai text of Section 38 reads (นับแต่เวลาที่คนต่างด้าวเข้าพักอาศัย), “from the time the alien enters to reside”. The clock starts when the foreigner moves in.

Landlords, owners, possessors and hotels

The house-master, owner or possessor notifies the immigration office located in the locality of the house, residence or hotel. A hotel manager is named in the same rule.

How the notification is filed

The notice can be filed in person, by registered post, or online after registering for a username and password.

In person

The host submits the notification form at the immigration office in the area where the residence or hotel is located. The officer returns a receipt of notification when the procedures are completed.

The 2019 handbook gives in-person service Monday to Friday, except official holidays, 08.30-16.30, with a lunch break. Service time is subject to each office’s own hours. The handbook gives a total time of 10 minutes. Its fee table shows N/A and lists no amount.

By registered post

By registered post, the officer returns a receipt by post, addressed to the sender, together with a notification form. A receiver-addressed envelope with a postage stamp is also listed.

Online

The person notifying registers for a username and password. Then they log in to the notification system and record the foreigner’s information. The online channel is open 24 hours.

How to show the address was reported

The proof is the receipt of notification, and it goes to whoever filed. In person, the officer returns it when the procedures are completed. By registered post, it comes back by post to the sender. As a tenant, ask your host for a copy.

Chiang Mai Immigration’s homepage also links an application form for a certificate of residence-notification information. That is a second document, separate from the receipt.

What you do as the foreigner

The host files the TM.30. Your own duty is separate. Section 37(2) says a foreigner shall stay at the place indicated to the official. With a proper reason not to, the foreigner must notify the change of residence within 24 hours of moving.

Failing Section 37(2), (3), (4) or (5) is punishable by a fine not exceeding THB 5,000 plus up to THB 200 for each day until you comply. The separate 90-day address notice is due every 90 days; the 90-day report guide has the dates.
