带猫狗去清迈：许可、疫苗、抵达

起飞前先发邮件给清迈机场的检疫站申请进口许可，落地后带着宠物和原件直接去那里。检疫站签发进口批准通知（R-6表）和进口许可证（R-7表）。
流程一览
- 核对疫苗：狗需要狂犬病、犬瘟热、犬传染性肝炎、犬细小病毒和钩端螺旋体病疫苗；猫需要狂犬病和猫泛白细胞减少症疫苗。
- 打完基础疫苗后，等21天再申请。
- 发邮件到 qscm_cmi@dld.go.th 联系清迈检疫站，时间在起飞前至少7天、最多60天。
- 办一份英文健康证明，由你出发国家的政府兽医签署或背书。
- 带原件和打印出来的许可抵达。
- 缴纳R-6和R-7的费用，然后向海关申报宠物。
第1步：芯片和疫苗
先做芯片，因为申请许可需要芯片植入证明，R1/1表格也要填芯片号码。
首次狂犬疫苗要求宠物至少12周大。打完基础疫苗后，等21天再开始申请许可。加强针没有等待期，但要提交之前的疫苗接种记录。
如果狗没有有效的钩端螺旋体疫苗，或者没满足21天的间隔，就需要在起飞前30天内做钩端螺旋体检测且结果为阴性。至少12个月无狂犬病的国家不需要狂犬疫苗；其他地方的疫苗必须在起飞前至少21天接种。疫苗接种证明必须用英文，写明兽医全名、执照号和签名。
第2步：邮件申请进口许可
在起飞前至少7天、最多60天，发邮件到清迈国际机场 (Chiang Mai International Airport)检疫站 qscm_cmi@dld.go.th。可以的话提前约30天申请，许可办理需要5到7个泰国工作日，签发后60天内有效。
附上这些材料：
- R1/1表格，写明你的姓名、在泰国的地址和来源国。
- 宠物的芯片证明。
- 航班确认单的复印件。
- 护照复印件。
- 能看清脸的宠物彩色照片。
- 英文疫苗接种证明。
订票前先问航空公司，因为有些公司要求登机前出示泰国许可，没有许可就拒绝宠物登机。只有在背书健康证明和所有其他材料都已备好可供检查时，才能在抵达时申请，所以别指望这个办法。
犬种是唯一说不清的地方。最新的资料说没有禁养犬种，但航空公司可能自己设限。一份较早的领事馆页面仍把比特犬和美国斯塔福郡梗列为禁止入境，如果你养的是这两种，订票前先问航空公司和检疫站。
第3步：健康证明和航班
英文健康证明必须由你出发国家的全职政府兽医签署或背书。走美国这条线时，证明自背书之日起10天内有效，所以你必须在期限内落地。只接受盖有官方印章的原件，电子副本无效。宠物要装在鼻子和爪子都伸不出去的航空箱里运输。
随身携带宠物的话，按8:30到16:30到达安排。一些较早的资料写24小时，所以晚一点落地也许可行，但要发邮件向检疫站确认。作为航空货运托运的宠物不一样：只能在周一到周五的工作日提取，检疫站周末和泰国假日不办公。
第4步：抵达清迈机场
过完入境检查，取行李和宠物，然后去检疫站，宠物符合要求的话官员会在那里签发许可。带上护照原件、疫苗接种记录、背书健康证明和打印出来的许可。
检疫站登记的地址是“1st Chiang Mai International Terminal”，具体为 No. 60, Mahidol Road, Suthep Subdistrict, Mueang Chiang Mai District, 50200。有据可查的联系方式是邮件。电话是 (+66)5 344 7653，不过一份大使馆资料上写的是另一个号码 +(665) 389 2453。

接下来你要带宠物和许可去“申报通道”，向海关人员缴纳关税和税费。宠物不免税。
检查能决定什么
没有疾病迹象的宠物不会被隔离，但检疫官员仍可自行决定扣留任何宠物。如果宠物不符合要求，或它的芯片号码与文件不符，可能被送回，或被扣在政府批准的隔离场所，费用由你承担。不按进口程序办理，可能导致宠物被遣返或销毁，且不予赔偿。

无许可证将活体动物带入、带出或经泰国过境都是违法的。佛历2558年《动物流行病法》是法律依据之一。
进口许可证（R-7表）在宠物离开泰国前一直有效，但你离开泰国后必须重新申请。
带宠物离开泰国
出发前，向目的地国家的主管部门和泰国动物检疫站确认要求。宠物和文件要在出发前不超过3天送到出境口岸的检疫站，做文件审核和健康检查。
检疫站会签发出口许可证（R.9表），有效期9天，通常还会签发官方健康证明，有效期10天。离开泰国的宠物至少要4个月大，具体要求取决于进口国。芯片要在接种狂犬疫苗之前或当天植入。欧盟、美国（夏威夷）、日本等还要求狂犬病抗体检测证明。

Moving dog to Thailand from USA, can I fly out of Canada? In the fall my partner and I are moving to Thailand and we will be taking our terrier with us. She is too big to go in cabin (and would probably by a terror anyways) so she has to go in the hold or as manifest cargo. I've been speaking to a number of pet shippers and between their fees and the exorbitant fees the cargo airlines charge, we would like to try to have her go on my flight as excess baggage. From what I can tell very few airlines will let your dog out of the crate during layovers (either time wise or lack of facilities), even some the shippers don't do this. We live on the west coast of the USA but there are no direct flights to Bangkok unless you go out of Vancouver, Canada. I can't tell if it would be okay with airlines or Canadian customs if we drove to Canada and fly her out of there. Anyone have any experience with this? *Obviously we will need to have all the correct paperwork in line from both the USA and Thailand side. I'm assuming Canada's is probably about the same as the USA's.

Last week I was talking with my Thai veterinarian friend, and she was complaining that foreigners underestimate the process of flying a pet out of Thailand. It can take 2–3 weeks, so check with a Thai vet at least a month before your flight.

So i applied for my health certificate with the maximum amount of time before my flight, and it still hasn't been shipped apparently most offices are closed because of the shutdown so I don't think i will get it in time. Does anyone have any experiece bringing their pet to thailand without the health certificate, what would happen?

I would agree that they're not experts on whether or not the documents are legit, but they do have a checklist of things they want to see. Most important when I flew into Thailand was the import permit, but now it's no longer required pre-departure as you can get it on arrival as long as you have all the supporting documents.

You should be talking to your airline, and then animal control in every airport you stop. When I brought my cat, I used Korean Airlines through Seoul, so it was an easier process, and they advised me on the documents I needed to fly with them, through Seoul, to BKK. Then you need to figure out the animal control requirements in the airport where you're arriving, and what the quarantine period will be...you may have to leave the dog in quarantine for up to a month. Luckily, I had a small cat that could quarantine at home.

I brought two dogs with me when I moved here. It’s a tedious process that I wouldn’t recommend to anyone but there are plenty of websites that give you step by step instructions. But, it doesn’t matter because you won’t be bringing the dog. Distemper, Hepatitis, Rabies and Parvovirus vaccinations must all be administered no less than 21 days prior to flying. Also know that unless you’re flying non-stop, you need to clear animal import in every country the plane touches ground in. You’ll have to find out the import regulations are for each country.

U need a vaccine pass for ur dog with all mentioned vaccinations... its like his passport... then u need a paper from a verified government doctor of ur district... At last u need to inform the airline about ur dog... i had to call them / thai airways...

I used Worldwide Animal Travel based in Vancouver to facilitate the flights and CFIA. I used Relo4Paws here in Bangkok to facilitate customs clearance. I did the import permit myself.

Air Alaska will take snub nosed dogs in the Cabin OP, same with KLM, air France and a few others (Unsure if they fly from Canada) I am bringing my dog to Thailand (non snub nosed) at the end of November so I had been through nearly every airline that flys dogs t&CS. I ended up picking Qatar as their customer service was very helpful and they were the cheapest for me.
